Role Description

The Site HSE Manager has the responsibility of managing locally the HSE implementation, ensuring compliance with the QHSE management system, interfacing with Authorities, Customers, Company employees and contractors, performing audit actions, inspections, gap analysis and ensuring risk assessment and risk mitigation through identification of proper controls and measures and vendors' qualification. Elaborate and implement the EHS internal communication and training/knowledge updating. Manage EHS events e.g. accidents, near misses, non-conformities, comply with local operative regulations and assure needed information to stakeholders.

The Site HSE Manager will work as part of the integrated health, safety, security, environment, and quality team of newcleo, which is the newcleo IT subsidiary established as the vehicle to deliver our R&D projects in Italy. 

The Site HSE Manager will focus on ensuring on Site the implementation, effectively and efficiently of HSE policies, standards, manuals, programmes, systems, processes, and procedures, adapting them, only when necessary, to meet the requirements of Italy regulations and relevant standards. 

The Site HSE Manager will provide leadership ensuring that the arrangements and the performance of Italy project organisations and their supply chains are compliant with the requirements of the Health and Safety at Work Law and associated legal requirements. This will include ensuring that the requirements of the Construction Design and Management (CDM) Regulations throughout the design, construction, and commissioning phases of R&D projects are fully addressed. They will support the development of industrial safety strategy and policy as ‘Client’ under the CDM regulations. The Site HSE Manager will apply the same approach across the areas of Conventional Safety, Fire Safety, Environmental Protection, Sustainability, Decommissioning, Emergency Preparedness and Business Continuity to meet legal requirements and to ensure that risks to people and the environment are as low as reasonably practicable, that best available techniques have been deployed and that best practice is adopted universally.

The Site HSE Manager will report directly to Site Manager and functionally to the HSE Subsidiary Manager. They will also collaborate with colleagues across all newcleo subsidiaries to deliver consistent ways of working, share best practice and provide direct support, where appropriate.

 

Main activities

The successful candidate will be in charge of the following activities:

•    Lead the direction, development and practical application and maintenance of the conventional health, safety and environmental management system, ensuring it meets and, where practicable, exceeds the highest standards of accreditation and that it is communicated, effective and fit-for-purpose.
•    Oversee access to competent legal advice on health and safety legislation to support both local and global operations.
•    Implement and maintain HSE policies, standards, manuals, programmes, systems, processes, and procedures for newcleo, adapting, as required, any newcleo Group HSE equivalents to conform with the established external requirements, standards, and guidelines for a nuclear power company, and through the regular monitoring and continual improvement, as needed.
•    Provide oversight and assurance of the HSE performance within the Site of both internal activities and the provision of procured goods and services.
•    Lead internal HSE performance surveillance and review activities against newcleo policies, processes and procedures, agreeing findings and corrective actions to address any shortcomings with the responsible business units.
•    Lead investigations into the direct and root causes of any reportable HSE events, agreeing findings and corrective actions to address any shortcomings with the responsible business units.
•    Coordinate and facilitate the Site HSE performance monitoring and HSE event recording and reporting system.
•    Provide oversight of the implementation of HSE processes and systems, including management of the Site Safety, Health and Environment Committee.
•    Support the HSE Subsidiary Manager with expertise in oversight of the RSR and other environmental permits to provide assurance that these permits are being respected, provide concurrence that best available techniques have been applied and monitoring site performance and the sustainability programme. 
•    Prepare reports and/or other necessary documentation for both internal (up to Board level) and external (including regulatory) stakeholders.
•    Facilitate the uniform application of HSE standards across Italian projects and the sharing of best practice, thereby fostering the global achievement of newcleo mission.
•    Implement value-added HSE-related continual improvement opportunities.
•    Training Site workers (internal, external, and supplier) on newcleo OHS plan and policy, procedure, instruction, reporting template

 

Desired qualifications

Education

•    Master's degree in a science on technical related field.
•    Training, certification or other courses in this area are welcome.

Experience

Essential
•    Evidence of continuous professional development.
•    Significant and demonstrable evidence of relevant previous experience and a broad knowledge of all the subject matter expert areas / disciplines and their interactions referred to above. 
•    Highly credible, trusted and discrete; Leads by example; Able to work independently.
•    Ability to communicate effectively, present and articulate strategies across various audiences especially with non-technical backgrounds.
•    Willing to consider new and innovative approaches; Solution focussed whilst able to constructively challenge.
•    Ability to develop arrangements from a zero base.
•    Strong drive to get things done in a complex and changing environment.
•    Excellent people skills in areas such as teamwork, facilitation, and negotiation.
•    Proven experience operating in a matrix management capability across project teams.
•    Evidence of at least 8 years of proven capability in a senior HSE management position. 
•    In-depth knowledge of Italian HSE legislation (D.Lgs.81/08, D.Lgs.152/06, etc.) is mandatory.

Highly Desirable
•    Knowledge of ISO9001, ISO45001, ISO14001 standards.
•    Auditor/Lead Auditor qualification for the ISO9001, ISO45001, ISO14001 standards.
•    Background of working as part of an international team.
•    Background of working in a complex, highly regulated industry. 
•    Previous HSE-related management experience.
•    Ability to undertake regular travel throughout Europe.

Mandatory
•    Achieve a national security clearance equivalent to a BPSS standard, or higher, within a reasonable period.
•    Right to work in the EU.


Language Proficiency:  

•    Strong written and verbal communication skills in English (CEFR C1+)
•    Fluent in Italian (CEFR C1+), French is a plus.
